Nope, this is a stupid fucking idea. Horrid mismanagement of the resources of the area are to blame. Don't bail them out.
They will continue mismanagement it until the Great lakes are drained into the ocean because they don't seem to understand how water works. Fuck them.
If I were in charge I'd just build many nuclear powered desalination plants on the West Coast. The Pacific Ocean has all the water you need.

You have a point that it might be more of a people problem though. The thought occurred to me that if we made the SouthWest more livable today the business jews would just pack it full of millions more shit skins.
The Southwest is a desert, no desertification required. If Vegas stopped wasting water in fountains, Phoenix wasting water on lawns & golf courses and LA stopped being a ridiculous, waste shithole, the water problems would be less problematic. Taking water from ranchers & farmers to feed massive golf courses in the desert makes me want them to die of thirst. Water is precious in the west, these assholes deserve what they get.
