Pretty much the quickest way to fuck up a country with a low tech economy is to send them free food. The "aid" is always captured by a despot of one sort or another, who now has effective absolute power as they have the power to hand out food for free (no cost to them). Local farmers are fucked, as they now have to compete with "free". So, basically everybody is forced to fall in behind the despot, who is usually chosen by the "philanthropists" for their ability to implement whatever ulterior motive (usually the acquisition of some resource at a significant discount).
