From the angle I posted earlier you couldn't tell he was bear sprayed prior to brandishing. He fucked up when he didn't immediately open fire... now he gets to experience the justice shredder with no defense.

He can rightfully claim he pulled his weapon to protect himself, but by the time it cleared the holster he was blind.
Can't shoot at what you can't see. Especially if it risks hitting bystanders because you're blindd.
