People are saying it was the pilot of the smaller jet who screwed up. The tower told that small private jet multiple times to hold position and the pilot disregarded it. If you can follow air traffic radio talk you can hear it in the of the landing.
Edit: The landing abort happens around the 18 minute mark in the radio recording. It’s hard to tell because the pilot is so calm.
