It will serve its purpose. It will make a bunch of money for people that are scamming us and the government for something that will achieve less than 1% of what they claim while going over budget 10 times before its finished then only being operated for 1 year because it will cost too much to operate and achieves fuck-all. The only problem is that the government people in on this are in on the scam and somehow pocketing a bunch of money from it.
