Overall, not worth the long read. When the guy finally gets to the point, it is.
This new conservative message should be: Make The Polluter Pay. The polluter should bear the total societal cost of his resource use and environmental degradation.
I don't know if that's news for 'conservatives' but it seems blindingly obvious. What is also obvious is that the polluter won't pay without government regulations forcing them to. Corporations care only for profit, and strong, independent government institutions are needed to force them not to shit on everyone else to maximise their own profits. We don't have strong, independent governments - in much of the Western world we have corrupt governments paid by corporations.
Edit: I should probably qualify my first sentence. For me it wasn't worth the read: I don't label myself as 'conservative' or much else. If labeling yourself as 'conservative' is really part of your identity, perhaps the post would be useful in arguing how one might start to reconcile conservatism with environmental responsibility.
