I don't think we have the technology to mess with it yet.
But imagine the future where black hole rockets would be possible.

Well, we can't seem to do the sane, mature thing and just stop releasing so much greenhouse gasses. That leaves us with more risky geoengineering options like this, or possibly just murdering millions of people (the pet option of many of your site users).
