Because his handler told him to be. If they told him to act happy about it, he'd do that. If they told him to bark like a dog, or quack like a duck, he would both with equal enthusiasm. There is a part of him that realizes that, just like the Clintons, the only thing that's helping him hang on to whatever shred of mental competence he has left is the regular infusion of freshly aborted White baby blood. And not that crap from Haiti either. And that only continues as long as he does and says what he's told. He's no more in charge of the US.gov than Kermit the Frog.
