Out of curiosity, why are steel panels, beams and pipes and stuff always laying around rusting at supply yards and work sites?

Doesn't that rust lower the structural integrity and lifetime of the material, so why isn't there a thick coat of paint or something on them?

The rust is FeO2, and rust molecules take up way more space than just Fe in solid steel. The rust is actually the layer that is protecting the rest of the steel from rusting further. It's part of the design.
