The answer is to arm teachers and give them training in the use of a firearm. If people in every institution were armed, the number of shooting incidents would drop dramatically. The shooters deliberately pick places where guns are prohibited. They don't want anyone shooting back at them. So make it such that they can't go anywhere without the risk of someone shooting back at them.
