It’s called trem (tremolo) picking and all you need to do is alternate pick rapidly. He’s likely using his index finger to alt pick while his other fingers pluck the other notes, so that is a lot more complex to practice; but the trem picking isn’t too difficult to get down.

I don't know the name of it, but it's a pretty common one. Asturias is a good song to practice it on. I also like to just play through different chords, while picking that pattern, and make new songs with it.

It's all gonna be all muscle memory though, mastering that. Over and over until you get it, then faster and faster. Use a metronome.
