There are tons of private contractors that work with all prisons, and many pressure to fill or release prisoners based on politics. I don't really have a solution for this, but there is a similar problem with the police and the DAs working together. There are obviously not enough people incarcerated, and i think that there is evidence that prosecution has a racial bias.
