This probably should be federally illegal but im for states rights so it should be left to the states. However, what SHOULD be federal for this is that there should be ZERO protections for any organization, doctor, nurse, etc, that provides this "gender affirming care" and if the child later has regrets they should be able to sue the companies/doctors/etc out of existence.
The problem will sort itself out because no company/doctor would want to expose themselves to that liability. No company would insure a doctor preforming this "care" against malpractice.
