Most of the illegals probably don't use this, but the activists certainly will. I wonder if you could do an experiment where you report ICE somewhere, then observe whether any activists show up. They may not make their presence well known immediately though, so it might be challenging without wide area device tracking. Though, you might be able to set up a WiFi hotspot and record the MAC addresses of devices that discover it, could then correlate with several experiments to see whether the same devices turn up to multiple reports, similar to how the repeat attendees of Kamalalama rallies and other far left protests can be tracked.

There aren't many far left activists, so wasting their time, even a little bit, could have a significant effect.
