I've always thought the most likely allies for Texas are Oklahoma, Louisiana, and New Mexico. If Mexico itself falls into civil war too, we'd probably join with a border state of theirs too.

I see it as 2 colors. All the cities as one color and all the rest of the areas another color.

That would be a lot of track to cover if one color had spots on both coasts and no way to get to the other without going through the other color.
