It's part of the DNC Scare-Jump technique. They want to scare people, then have people jump on any solution offered by DNC when what people need to do is Pause-Think and analyze what really caused the problem, who is responsible, and the best choice solutions.
It isn't exactly news that the NYT is a (((agent provocateur))), but the article is a piece of quality journalism and a read worth your while!

Eh, kind of. The people who pay the most percentage taxes are high income employees. An extreme case would be high-end professional athletes, but more commonly we'd be talking about lawyers, doctors, scientists, some engineers. These have the fewest mechanisms to avoid taxes. Business owners/self employed make more money, but they have lots of tools to avoid taxes.
So it's probably a curve that goes up from zero, peaks somewhere above the median, and decreases from there, though not reaching zero again.
