They could have simply tried to cross at a crossing and gotten swept away. It happens pretty frequently that people misjudge the depth and speed of moving water and try to get their car across. Sometimes they are able to get out, sometimes not.

It sounds like they kind of knew that the car might be in the water, but they may not have had the resources to find it 20 years ago. Without the sonar, which has come a long way in 20 years, trying to find it by diving would be a daunting and quite possibly dangerous task; not worth it to find some bodies.

I believe if I was the youtuber, I would have left it alone or found a way to convey the location secretly. “When I looked at the town where they were last seen, I saw that a big river ran through it,” , that was a big guess. where were you on the night of........

Sounds more like locals already suspected the car was in the river. YouTuber came and found it, which is not suspicious at all given that seems to be what he does.
