Actually, it's difficult to impossible to talk about the government and not mention 100% provable narratives that the current administration and previous administrations would rather you did not bring up. Guess that makes me a terrorist now...

Depends on how you emphasize the phrase. In this context I read "terrorist threat" as threats leveled against terrorists. Since the vast majority of the US Govt is composed of terrorists it is then accurate. Waco, OKC, Ruby Ridge, 9/11...need I go on?
