Heavy vehicles have brakes fail closed, they are held in the 'off' position by air pressure. Bleed the pressure, the breaks clamp on the wheels and won't release without either the compressor on the truck's engine running or some fockin' huge bolts. The air release is the loud 'PHSSSHHH' you hear when a heavy truck comes to a stop.
