The biggest improvement is that without these programs that incentivize having children, or any "for life" programs that are your own fault (i could see how a paraplegic could use the help of community, but this should be via private as well), is that they would be removed from the population; They would no longer live in the same town as me, because they wouldn't be able to save up 20% or pay rent. It would also mean that when they caused crime they would end up not being able to afford to live here (in the cases where they worked their way up).
