400 years is meaningless. Make it painful

I don't understand the meaning of giving long sentences like this. If it is longer than the expected human life span (round up to 125 years) then just end them. What's the point of letting them live out their lives where we have to pay to house them, feed them, give them free medical treatment.. etc.
