Governments simply don't scale. Corruption always takes root and grows into the mightiest trees, which then has to develop a relationship of lying to the Citizens to hold them at bay "for the greater good". Business structures do scale, as the objective of business is transparent - to make the owners rich, and to provide a high standard of living (pay, benefits, etc) to the worker drones that do not get rich off the product of the business, but instead are taken care of and have the business make the decisions for them.
It's really as simple as having a child, and instead of filling out a Social Security card and Birth Certificate (making the child an asset of a Government), you file an application with Alphabet, Disney, or in this case.. Toyota.
As The Verge rightly notes, "Left unsaid, of course, was anything related to access to data, privacy, or nondisclosure agreements that residents would presumably need to sign before agreeing to live in Toyota’s up-jumped company town. Toyota already owns the land where it’s proposing to build, but selecting a population while complying with local residential rules will undoubtedly be complicated and not necessarily something the company would be well-suited to do."
You give up all those annoying things like rights, privacy, identity, opinion, and the reward of your own labor for someone else taking care of you. Free housing, education, food, entertainment. It's a perfect relationship for most humans, who simply cannot keep up with the ever-increasing complexities of our modern technological world.
Most of the proles are not smart enough to survive in today's highly complex world without being told what to do anyway, so this is only the natural next step.
