The abstract says a "2 point" decline .. that's honestly within the margin of error for IQ tests. Your IQ score can vary by 5 points between different tests. The general range/quintile is more important. If you have an IQ of 72 at age 5, if you have really good schooling and family support, you might re-test at 75 or 78 ... you will never be 85~90 .. no amount of schooling will turn a retard into a rocket scientist.
All that being said, the statements about cannabis use when very young seems like a plausible/valid hypothesis. I've often wondered myself about the connections to major mental breaks.
