I do think it is an indication that Musk is going for majority ownership and appointing a new board.
They thought that if they got him on the Board, they could control him. Musk doesn't want to be muzzled. He doesn't want to be controlled.
If he's on the board he's limited to the number of shares he can buy. By staying off the board he can buy as much as he wants and go for a hostile takeover of the company.
Hopefully that is the long game he is playing. The other is when twitter finally tanks he'll make a fuckton on put options.
