It's hard to pull off this kind of comedy well. Zucker and Abrams did it for a good handful of films, and there are others but the line between painfully obvious pandering to comedic tropes and really clever subversion of expectations is a hard one to walk. To be honest I've never heard of this film (1998) before so I assume it sunk like a stone. This opening scene has enough good stuff to make one think it might have some promise, but it is more likely that the makers shot their load.

Nielson is great at this stuff though.
