The costs associated with the evaluation and enhancement of IRS security nationwide totaled approximately $32.2 million. The largest expenditure included in this total was more than $30.4 million related to the acquisition of new or additional contract guard services at IRS facilities.

What does this imply? The crash was to ideally destroy records so people don't have to pay these criminals or that they used tax payers money for the increased security? Or both?
