If the latter (and we do know that it was the latter), then he engaged in fraud and theft. He was able to "erect many public buildings" because he stole the money to do so from everyone else.

He did actually bring more money to Rome: He started an illegal war against Gaul, Britain and a few other places, and used the spoils from that to fund his political ambitions.

In general though the caesars did exactly what you said: They adulterated the currency until it was worthless scrap metal. Taxes and public salaries had to be paid in gold, everyone else had to make do with monopoly money. In the end, people just stopped using the currency and were required to pay taxes "in kind" (ie. in goods and services). In order to prevent tax cattle running away trades and farms were made hereditory, so if your father was a shoemaker you were required to be one also by law.

This is the origin of the feudal system which saw the majority of europe's population turned into defacto slaves.

A modern equivalent would be an american general being sent to secure the southern border. But instead he invades mexico, declares it a part of America, offers american citizenship to cooperative mexicans then decides to have a go at invading Guatemala too, but gets his ass kicked and has to retreat to mexico.

julius caesar was the pivot of change in the roman empire. his son augustus literally turned the republic into an empire (for the record those are completely different types of government). when changing from one form of government to another growth pains will happen. for example socialism will tend to greatly increase debt when first implemented, which is manageable if you are not already in debt. augustus gave gold coins out at his fathers funeral to get public support, it is so similar to now adays the more i remember about how the roman empire changed is a bit terrifying

The point people often seem to miss is that there was no choice about changing from a republic to an empire. It wasn't a case of, "If only Caesar hadn't come along, we could have preserved the Roman Senate." No, the Senate was finished. That's why Caesar took power. That's how he was even able to take power. There are tides in the evolution of societies. Caesar rode the tide of empire. Which is a point to bear in mind when thinking about our own situation, and the changes we are undergoing.
