In the mind 1980's the HIV/AIDS epidemic was mainstream news. There was a massive renewed effort to discourage people from engaging in sex without use of prophylactics like condoms. 2007, the war in Iraq an Afghanistan ramped up, divorce peaked, while the economy stagnated, and Moslem terrorism slightly spiked. It just seemed like a bad time to have kids for westerners.
