No. In general no, it is not moral to profit off people’s stupidity but people will still always do it.

Moral is helping people when you can, true morality exists and it doesn't include taking advantage of people when they are not knowingly allowing you to do so in pursuit of a profit. Example, you have an item, it has a quantifiable value of 10$ and you know that it can be purchased for that next door, simply keeping that information too your self and selling it for 100$ because you can get away with it is objectively not moral. Now that being said I have done objectively immoral things in my life even in the vain of the example I present, I'm not claiming the moral high ground or anything like that but I recognize we live in a fallen world.

Is it moral to keep them alive and keep resources away from more capable people?

Also stupid and sick are different. If we are talking drug addiction (based on thumbnail photo), that is a sickness. I don't believe we should be starting safe needle exchange programs for them or anything, but I think it's our moral duty to try and protect them from being taken advantage of by scumbags.
