I believe you just might have missed the gist of the meme. The point is the government does nothing to enhance our lives. All their efforts always seem to enhance their own lives and agendas. For example, if they took all the effort that they put into locking down cities, bankrupting small businesses, and taking away our freedoms into things like rebuilding the crumbling infrastructure of the country, think how much better off we'd be. Masks and lock-downs are not being implemented because they are concerned about our welfare, it's being done to enhance their power and implement a global government and religion. Also, the alcohol reference was an analogy, to try and get a point across.
