Easily manipulated. It's mainly tribalism. I can't say for sure this guy's not retarded, but I doubt many people who can get out on a motorcycle are literally retarded. Half the population has below average IQ, but a great many with above average IQ won't apply their intellect to everything or will indulge in wishful thinking.

I've heard people literally say they wish everyone would just wear a mask and do what they're told so everything can go back to normal. Some wear it out of fear, some think of it as uniform they're honored to wear. Some just don't think much about it whether or not they're capable of thought.
