Have fun replacing these nurses, for they cannot be replaced, at least not for several years.
They should form their own hospital - like the Victorian order of nurses has already done.
Start charging for services directly.
Skilled labor cannot be controlled, and can only be coerced for a limited period of compliance, at best.
It was true in the middle ages and is just as true today. In the end, the powers that be require the cooperation of the skilled classes in order to remain in power, and such cooperation cannot be obtained by coercion.
This is another reason why communism always fails.
