52 thousand would be a egregious amount. 52 hundred would still be ludicrous to charge him. 520 is too much to demand of him for protesting against the hospital and government, as I doubt he actually stopped anyone from going there.
Hell, 52 cents would an unfair amount against him for saying "I don't trust the government or the hospital and I think they kidnapped a baby!"

Also, this is a civil judgement. Why is he being arrested and incarcerated over a civil matter. Have they brought back debtors prisons?
