1987ish, ~45 years later. Makes me wonder if the Italians were pushing the hard drugs in 1940. I remember movies where Italian Mob bosses refused to touch the hard stuff in the early days, not that a movie is a historical record.
I grew up in NYC and can tell you that the prohibition on hard drugs (like heroin) was a front. The bosses didn't want the guys to sell it officially but loved the money it brought in. Sell it, just don't get caught.
Maybe the old school Dons didn't want it sold, but since the 70s it was an open secret.
