In a democracy, the government has the power to "interpret the will of the People" and then impose it ruthlessly. In a Republic, even a democratic Republic, there are rules that bind even the highest echelons of power, rules which cannot be altered without 2/3rds or even 3/4ths of the votes of our Congress.
