In a way, what happens here is very subtle.
Mr. Chipman demonstrates, in one brilliant moment, every aspect of "government" that is corrupted.
He was asked, specifically, to define a term that is codified in law. It's a trick question. The reason it's a trick question, is Mr. Chipman is doing what all corrupt governments do - willingly or otherwise, he is using sophistry to illustrate "a program that defines an assault rifle as any semiautomatic rifle, capable of accepting a detachable magazine, above the caliber of .22.. which would include a .223, which is.."
This is what all these legitimately autistic, no-ability, useless eating, pencil pushing, punchable face faggot bureaucrats do - they coast by life with a path ahead of them illuminated with neon arrows, just wanting to make it to the retirement. They don't care that they are contributing to the majority of the breakdown.
Upton Sinclair put it best, "It is difficult to get a man to understand something, when his salary depends on his not understanding it".
