Unfortunately there's a huge difference between "yes arms should be taken up against the government" and "yes I will take up arms against the government".

So does it kick off when we hit around 35-40%? Or maybe this means everyone is just itching for the government to try and use force and kick it off.

that is a fucking huge amount, the 25% i mean not the 1000. 1000 is a tiny sample size and with one that small it is very easy to feed in the "right" data.
It actually is, but I bet if it came down to it, only 2% of those would actually be willing to risk it all and do so.

Even if that 25% is only willing to take pot shots with scoped rifles or take out some local power transformers or sabotage a bridge here and there, that's huge. That's basically game over for any kike led military efforts.
