This demonstrates a natural outcome of any system where fraud and incompetence have always been present. The technological advancement in play is hyper-connectivity (internet, mobile, etc) that has allowed loopholes to be more readily identified and exploited, has also paired with significantly higher visibility.
A side effect of this caustic cocktail is that efforts by the system filled with fraud and incompetence have been exploited, en masse. What were previously the proles, plebs, or until very recently modern debt serf can now use the same tactics as the big dogs (if to a general lesser extent for influence, outcome, and scale of opportunity).
Amusingly, the system itself is responding by over-reacting. Any over-reaction, driven by a system that has fraud and incompetence in it's DNA, historically demonstrably over-compensates. This over-compensation often creates new, and/or exasperates existing conflict.
