Anectodal when i worked in government jobs (US based), you could get paid and not even open your laptop for a week. I would take naps to 12 and still considered a star performer. This was 10 years ago, i shudder to think how bad it is now ....

Well, this are maybe just ordinary criminal. Steal and sell, nothing unusual. But this also can be nice, covert way for Brandon to send weapon in some other regions, which need more Afro'murica democracy. He can't arm some fractions, but he can organize that they get weapon. And probably he and his circle will get some money in his pockets.
