It doesn't appear that rocket was triggered, some RPG rockets have a small time delay before main charge can be triggered, as a safety system for situations like these.

The smoke seen in the video is likely a propellent charge burning our while the rocket is stuck in the ground or wherever.

The kid on the right could have hearing problems since he wasn't clear of the back-blast.
