They don't have the power to be able to force anyone to do a damn thing that would violate their charter powers either. It's just that there are no laws or rules anymore since the government has failed. Imagine the US as a big ship it's chugging along and you set off a bomb in the engine room. Well the ship is going to keep on moving for some time even if the engine was completely destroyed. Right now the US is at that part where the ship is about to stop moving and people are realizing the engine was destroyed years ago.
