No you can't. Housing discrimination is illegal, even if it's not intentional ... even if it's because of something innocuous that just has the effect of not letting niggers and spics live with whites. For example, requiring that all homeowners not have a criminal history and be literate in English would be illegal because it's unfair to niggers and spics.

It is not JUST controlling who comes in, but that is a huge part of it. There is also stern parenting and peer pressure to discourage littering and other quality-of-life issues. No niggers is a HUGE help, though.
