It's an old Russian meme from 00's, some local TV station was doing an interview in a night club, and then this guy appeared out of nowhere. He's just drunk or stoned af, people loved him because of his eccentric behavior and how he just stole the interview without being crass or rude, and his line "This music sucks, really sucks, I thought it was gonna be a lot better" became the biggest meme at the time.
