in OK, the gov hasn't mandated it, but county and city authorities sure tf are.

And Montana doesnt have one, but the governor can be overriden by the health inspector, which has made things very confusing. So they had to recently pass a new law to stop this from happening

AZ the mayors and county bureaucrats stepped in and put mask mandates in place as soon as Ducey dropped the state mandate.

There are no state mask mandates, but practically every county has some sort of mandate.
