Ok look at it this way: Communists also wrote lists, and Germany could have easily turned into another Communist country, from inwards/ domestic, without being conquered by Russia first. You can either keep track of enemies and potential dissidents or you can ignore it. You're focused on "intrinsic evils," but they don't care, they do not give a shit that you see them as tyrants and hypocrites, they just want to win.
