I watched all the police personal camera videos when they first appeared on the internet. There were 100 people (cops, fire fighters, medics) just standing around. They were told they had to wait for some specialist crew to arrive (which was to take 1+ hour) and they weren't allowed into the area (or even on the same side of the street as the collapsed building) until that crew had arrived and done their assessment. It was fucking insane. You could hear people screaming for help in the background as they slowly died crushed beneath piles of rubble. The cops were upset too, you could hear it, they wanted to rush in there but every time they got close someone (looked like fire fighter) would turn them away and tell them they can't enter. I don't know if those videos are still up or not, but it was very eye opening for me. They wanted to get in there and help the people that they could see and hear... but were told not to.

It's interesting how there is only one copy of these critical files. In this day and age where storage abounds everywhere, data is always moved instead of copied in cases like this. That's astounding. It takes more effort to move a single copy of data than it does to copy it. Nothing to see here folks.
