India has a policy of local development and production. They have created their own tanks, light combat aircraft, and other armaments. Russia has already agreed to joint development and production of military equipment, if I recall correctly, attack copters, carriers, missiles, artillery, etc. The USA and west is far behind in building a relationship with them. Whatever you think of Indians, they are the largest military buyer from Russia and others in the world and the only country that has fought the Chinese in recent memory and forced them to withdraw back.
