It depends on how they do it. IBM did one a year or two ago and it was all about getting people to quit. They had shut down a bunch of offices around the country and said you had 30 days to relocate to within 1 hour of one of their major hubs which would have been nearly impossible for most people. They also didn't offer moving assistance.

It was a mass firing masquerading as RTO.
