Twitter won't be able to comply fully, even if they wanted to. It is not that easy to find and remove every trace of offending material. This is why Amazon Web Services were able to dig up some contravening material on Parler as a pretext to boot them off the internet. AWS is now partly hosting twitter, so they also have some of twitter's child porn and drug material on their servers. They are getting hoist by their own petard, and serve them right! I hope the Russians go very public with this.
