Like it says in the post - Xi Jinping is about to be confirmed for a 3rd term. There will probably be a big show where they say who will get to keep their positions, and who will be replaced. Not just for the military, but all major government positions.

The flight cancellations are to keep any protesters from showing up. And if any protesters do show up, the military will be there too.

That would explain everything.

Could be any number of things. Unlike western nations that have a tradition of the military being under the control of the civilian government, in china the military sees itself as an independent, co-equal, branch of the government. Which has led to any number of internecine power squabbles in the past, in which the Central Committee has said, "Do this.", and the PLA/PLAN/PLAAF have replied, "No." And since they have the guns...
